Retailers Face Increasing Threat from Organized Crime

A recent study conducted by the Retail Council of Canada revealed that an overwhelming 95% of retailers consider organized crime to be the most significant threat to their businesses. The impact of organized crime on retail establishments has been substantial, with losses amounting to $9.2 billion in 2023, nearly double the figures from 2018.

Rui Rodrigues, executive advisor of the Loss Prevention Research Council (LPRC), highlighted the alarming rise in retail crime in Canada over the past few years. Collaborating with the RCC, they surveyed over 20,000 retail businesses nationwide to gain insights into the growing issue.

One affected retailer, Roger Azuelos, shared his experience of falling victim to a three-person theft ring at his clothing store, resulting in a significant loss of $5,000. The incident underscored the brazen tactics employed by criminals targeting businesses.

In response to the escalating threat, the RCC engaged in targeted police operations resulting in the seizure of 121 weapons, with nearly 18% of arrested suspects being repeat offenders. The increased collaboration with law enforcement agencies, particularly in Quebec, has led to initiatives like national blitzes focusing on combating retail crime.

Among the top concerns cited by retailers, shoplifting emerged as the second most significant threat, with 87% of respondents expressing worry, followed by return frauds at 56%. The study also highlighted a concerning 61% rise in theft-related assaults and violence since 2018, with over three-quarters of retailers acknowledging the intensification of violence in their stores.

Michel Rochette, president of RCC Quebec, emphasized that the issue of organized retail crime is not isolated but rather a structured and violent phenomenon impacting businesses of all sizes. Advocating for changes to the criminal code and bail reform, the RCC aims to address the revolving door of low-level criminals perpetuating retail crimes.

In the face of these challenges, retailers are increasingly investing in advanced security measures such as CCTV technology, enhanced showcases, and security personnel to combat organized crime effectively.
