A former Nunavik police officer, Charlie Keelan, has been sentenced to seven years in prison for committing sexual offences against four victims, as confirmed by Quebec’s police watchdog, the Bureau des enquĂȘtes indĂ©pendantes (BEI). Keelan, who was arrested in September 2024, had committed these offences between 1997 and 2020 while serving as an officer in Quaqtaq, Nunavik.
Having pleaded guilty to five charges, including sexual assault and exploitation of a teenager in a position of dependency or authority, Keelan’s arrest followed a months-long investigation initiated by Quebec’s public security department. The victims, aged 15 and 16 at the time of the offences, suffered at the hands of the former Kativik Regional Police Force officer.
The sentencing took place at the Quaqtaq courthouse, marking a significant development in the case that has been ongoing since Keelan’s arrest.
