Quebec Family Physicians Join Strike, Warn They May Halt Student Training

Family doctors in Quebec are joining medical specialists in applying pressure tactics amidst negotiations with the government for the renewal of the framework agreement. The Federation of General Practitioners of Quebec (FMOQ) has announced the initiation of pressure tactics, urging family doctors to refrain from non-essential medical-administrative activities that do not directly impact patients.

Interprofessional meetings related to direct patient care will continue, along with the proper completion of patient service forms. If the upcoming meeting between FMOQ and the government proves unsuccessful, family physicians may be asked to halt teaching and supervision activities with medical students.

While the negotiations do not specifically address Bill 106, which could tie doctors’ compensation to performance indicators, it is closely tied to the framework agreement renewal. Health Minister Christian Dubé remains firm on not withdrawing Bill 106 but is open to amendments.

Following the lead of medical specialists, family doctors are also urged not to cover for specialist absences in teaching activities. The FMOQ has taken legal action against the Ministry of Health and Social Services, accusing the government of failing in good faith negotiations.

Additionally, family doctors are advised to refrain from participating in the Digital Health Record and other medical-administrative projects without guaranteed remuneration at this time.
