Former VP of IT at SAAQ Set to Testify at Gallant Commission
Karl Malenfant, the ex-vice president of information technology at the Société de l’assurance automobile du Québec (SAAQ), is scheduled to give his testimony at the Gallant Commission this Wednesday afternoon.
Malenfant’s appearance is highly anticipated, given his integral involvement in the tumultuous SAAQclic project from its inception to its troubled launch in February 2023.
The SAAQ’s digital transformation debacle is projected to incur a minimum cost of $1.1 billion by 2027, exceeding initial estimates by $500 million, as highlighted in the Quebec Auditor General’s report released in February 2025.
Reports suggest that Malenfant may have employed questionable practices and failed to provide transparent information to political figures, based on testimonies heard during the commission proceedings.
Moreover, on June 18, Malenfant’s bid for participant status in the Gallant commission was rejected, preventing him from questioning witnesses. Since then, he has taken to social media to express his dissent towards the commission.
In recent interviews with Le Devoir and La Presse, Malenfant staunchly defended his project, asserting, “I can scrutinize the (VGQ) report line by line.”
