Quebec’s Cannabis Craze Cools Off After Pandemic High, Survey Reveals

Cannabis Use in Quebec on the Decline: New Survey
A recent survey by l’Institut de la statistique du Québec reveals a slight dip in cannabis consumption in Quebec, bringing levels back to where they were before the pandemic hit.

This year, 16.9% of Quebec residents aged 15 and above reported using cannabis, a decrease from 18.1% in 2024. The survey highlights a more significant decline in usage among younger demographics, with 15 to 20-year-olds showing a drop from 21.9% to 19.4%, and 21 to 34-year-olds decreasing from 32% to 30.3%. However, there was only a minimal change in consumption among those 35 and older, moving from 13.4% in 2024 to 12.5% this year.

The data, sourced from the Quebec Cannabis Survey conducted between February and July 2025 with over 15,000 participants, indicates a return to 2019 levels of usage after a peak in 2021 influenced by the pandemic, where consumption was at 19.7%.

Of the cannabis users surveyed, 41% reported consuming less than once a month, while daily use stood at 15.9% and occasional use at 20.2%. Smoking cannabis remains the most popular method at 79%, followed by edibles at 33% and vaping at 28%.

The main source for cannabis users in Quebec continues to be the Société québécoise du cannabis (SQDC), with 70% of users purchasing from this legal retailer. Despite the overall decrease in consumption, SQDC sales saw a 12% increase to $741.5 million, attributed to new store openings and higher demand for concentrates.
