On Monday, the Vancouver Park Board made a decision on a new parking strategy with a close vote of two in favor, two against, and three abstaining, ultimately leading to approval. This strategy will introduce hourly parking rates at Kerrisdale, Trout Lake, and Hillcrest community centres.
Park board commissioner Angela Haer, who opposed the motion, expressed concerns about the added cost and potential barrier to accessing facilities due to the new parking rates.
Initially, a one-year pilot project will offer free parking for the first three hours, even in areas where the maximum parking duration is three hours. However, some residents have raised issues about others exceeding the time limit by parking all day.
Following the complimentary three-hour period, starting next year, additional parking hours will be charged at a rate of $3.50 per hour.
Opinions among attendees at the Kerrisdale Community Centre vary regarding the pilot program. While some acknowledge the fairness of paying for facility usage, others believe certain amenities should remain publicly funded.
The park board’s new strategy extends to imposing a $25.00 fee for parking at Van Dusen Gardens during the annual Festival of Lights Holiday event, along with a 12-month trial of charging for parking at Langara Golf Course unless individuals are engaged in golfing activities.
Park board chair Laura Christiansen emphasized that implementing paid parking in specific areas can enhance accessibility and contribute to the maintenance and enhancement of parks and recreational facilities.
Commissioner Haer cautioned that pricing parking might discourage some individuals from utilizing the facilities entirely, highlighting the delicate balance between revenue generation and public access.
Previously, the board conducted a pilot project at Spanish Banks Beach, introducing a $1.00 per hour parking fee, which transitioned to a permanent arrangement in June.
