Starting January 1, 2026, big changes are coming to Toronto’s recycling program.
The City of Toronto has announced a major shift in how residential recycling services will be handled. Due to new provincial regulations, the city will no longer oversee these services, with a private provider, Circular Materials, taking the reins. This change will impact single-family homes, some multi-residential buildings, schools, long-term care facilities, and retirement homes.
During a recent press conference, key figures including Toronto-Danforth Councillor Paula Fletcher and Deputy Mayor Mike Colle shared that the city is ready for a smooth transition. A robust communication strategy, including ads, direct mail, social media updates, and enhanced 311 support, will guide residents through the handover.
Despite the switch, blue bins will remain in use and residents will continue recycling the same materials, with a few additions. Collection schedules will stay consistent, with 2026 calendars already distributed and updates available online. The City will continue to manage garbage collection, green bin organics, and yard waste services, unaffected by the change.
Officials urge residents to keep up their recycling efforts, emphasizing the importance of participation regardless of the program’s management. Circular Materials is now the go-to for all residential recycling needs, including missed collections, bin repairs, or replacements, reachable at 1-888-921-2686 or online.
It’s important to note that this transition affects only residential recycling services. Commercial entities, charities, institutions, religious organizations, and City divisions will not be impacted.
This move aligns with Ontario’s broader strategy to hold producers accountable for their products in the market. While Torontonians may not notice significant day-to-day changes, the province aims to streamline services and make companies responsible for packaging waste by entrusting recycling management to a private operator.
