Québec Solidaire Raises Concerns Over Funding Renewal for Homelessness Action Plan

Québec Solidaire recently expressed doubts about the government’s delay in renewing funding for the Interdepartmental Homelessness Action Plan (PAII). Launched in 2021, the PAII is set to conclude on March 31, 2026. Guillaume Cliche-Rivard, spokesperson for Québec Solidaire on homelessness issues, questioned the lack of progress, especially during the winter crisis.

Highlighting the urgency of the situation, Cliche-Rivard stated, “How is it possible that funding remains uncertain amidst the current crisis and harsh winter conditions?”

The Quebec Homelessness Solidarity Network (RSIQ) also raised concerns in a separate statement released on Nov. 13. The coalition emphasized the positive impact of the PAII, stating that it has facilitated crucial measures to address homelessness effectively since its inception in 2021.

Boromir Vallée Dore, the executive director of RSIQ, urged Minister of Social Services Sonia Bélanger to renew the PAII promptly, suggesting it should have been addressed during the fall 2025 economic update. However, this request was not approved.

Dore warned that delaying the funding renewal until the spring 2026 budget could worsen the homelessness crisis, emphasizing that lives are at stake during the gap between budget announcements and ground-level implementation.

RSIQ proposed a “30 per cent increase in investment by 2027” to combat homelessness effectively in Quebec and prevent further escalation of the crisis.

Québec Solidaire, in its recent statement, highlighted the tragic statistic that 108 people died while homeless in Quebec in 2024. They emphasized the need for immediate action to prevent a similar outcome in 2025, stating that every delay from government officials could result in further loss of life.
