Santé Québec Streamlining Organization to Save Millions
Santé Québec is implementing a comprehensive plan to streamline its organizational structure by reducing the number of executives. The Crown corporation has initiated 26 reorganization projects across various administrative sectors, with some already in progress and others set to launch in early 2026.
Vincent Lehouillier, the vice-president of talent, culture, and engagement at Santé Québec, revealed in an interview that the organization aims to save tens of millions of dollars within the next two years through these strategic initiatives. While exact savings figures were not disclosed due to varying project stages, each project has a financial target set to accumulate substantial savings by completion.
Lehouillier emphasized the importance of a well-planned transition to minimize disruptions to public services during the implementation of these projects over the next 18 to 24 months. He acknowledged potential position duplications in certain administrative sectors, indicating that some roles may be eliminated or reorganized to optimize efficiency.
The primary strategy involves attrition to gradually reduce the number of managers before proceeding with sectoral reorganization. By realigning resources based on operational needs, Santé Québec aims to enhance effectiveness and cost-efficiency in its service delivery.
One notable example highlighted by Lehouillier is the consolidation of benefits and compensation functions within the human resources department. By standardizing practices and streamlining processes, the organization anticipates long-term benefits, including reduced bureaucracy and operational costs.
Santé Québec clarified its commitment to reducing the number of executives, with a decrease of 189 executives reported compared to the previous year. Despite ongoing transformation efforts, the organization is focused on overarching goals and efficiency improvements.
