Quebec’s Ministry of Cybersecurity and Digital Technology (MCN) has introduced new guidelines to regulate the use of generative artificial intelligence (GAI) by public entities. These measures aim to ensure responsible and ethical deployment of AI technologies within the public sector, covering areas such as data protection, staff training, and the selection of appropriate use cases for GAI implementation.
The MCN recently unveiled an “application guideline” specifying the rules for utilizing GAI in public administration. This guideline, along with an updated “statement of principles for the responsible use of artificial intelligence by public bodies,” marks a significant step forward in aligning Quebec’s AI governance practices with international standards.
Experts, including Sébastien Gambs from the University of Quebec in Montreal, view these initiatives positively, emphasizing the need for AI systems to benefit society while upholding ethical standards. The guidelines stress the importance of human oversight in AI deployment, ensuring that AI is used as a supportive tool rather than a replacement for human judgment.
While acknowledging the robustness of the framework, ethicist Lahcen Fatah highlights the practical challenges involved in implementing these guidelines effectively. He underscores the importance of adequate resources, digital maturity, and ongoing training to operationalize the requirements over time.
Ali Ekber Cinar, a specialist in law and technology, commends the guideline’s emphasis on privacy impact assessments and ethical considerations throughout AI projects. However, he points out areas where further clarity and guidance are needed, particularly regarding personal data protection and consent procedures.
Overall, while the MCN’s efforts are commendable, there is a consensus among experts that a comprehensive framework law is essential to further enhance the responsible development and deployment of AI in Quebec. Such legislation would provide a solid foundation for governing AI practices across both public and private sectors, safeguarding citizens’ rights in the face of rapidly advancing technological capabilities.
