Breaking: Major Overhaul Imminent as Denis Gallant Unveils Explosive Final Report on SAAQclic Debacle Today

Judge Denis Gallant is set to unveil his highly anticipated report on the SAAQclic issue this Monday morning. The report comes following the release of the Auditor General’s findings in February 2025, which highlighted various deficiencies in the digital transformation of the Société de l’assurance automobile du Québec (SAAQ).

The Auditor General’s assessment projected that the mismanaged SAAQ project could burden taxpayers with a cost exceeding $1.1 billion by 2027, surpassing the initial estimate by $500 million.

In response to public outcry, the Legault government initiated “The Public Inquiry into the Management of the Modernization of SAAQ’s Computer Systems” in March 2025. Over 130 witnesses provided testimony during the 75-day public hearings, with a thorough examination of hundreds of thousands of documents, including 2,500 pieces of evidence.

The release of the report has been delayed twice, first from the original deadline of Sept. 30th to Dec. 15th, and then to Feb. 13th. Commissioner Gallant, concluding the hearings, assured that all aspects were thoroughly scrutinized.

Former SAAQ information technology vice-president Karl Malenfant, the key figure behind the digital transition, faces 48 allegations as revealed in a reprimand notice. Criticism may also extend to ministers in the Legault government for their involvement.

Preempting the report’s publication, Malenfant held a lengthy press conference last Wednesday, asserting that he was unfairly targeted and hinting at potential legal recourse.

Judge Gallant’s forthcoming recommendations are expected to focus on enhancing protocols to avert a recurrence of the SAAQ crisis.
