Quebec Introduces New Immigration Program to Welcome 29,000 People Annually
Quebec’s Immigration Minister, Jean-François Roberge, has unveiled a new economic immigration initiative that will open doors for 29,000 individuals each year to settle in the province.
During a press briefing on Friday, Roberge disclosed that the government will issue monthly permanent residency invitations under the skill-focused Program de sélection des travailleurs qualifiés (PSTQ) until the quota is met.
Roberge confirmed that the ministry has already sent out invitations to 2,549 individuals this year under the PSTQ program.
“The government aims to provide a clear and predictable pathway to permanent residency in Quebec by issuing invitations regularly and in accordance with transparent guidelines,” stated the ministry in an official release.
In 2026, priority will be given to individuals falling under specific categories, ensuring a streamlined immigration process.
Notably, a significant portion of this year’s invitees were Quebec graduates, with over 32.7% employed in strategic sectors. Additionally, 65.9% of recipients resided outside the Montreal and Laval regions.
Following the cancellation of the Programme de l’expérience Québécoise (PEQ) program by the CAQ government last year, PSTQ stands as the sole avenue for Quebec workers seeking permanent residency. PEQ had been operational since 2010.
This latest announcement comes on the heels of protests by advocacy groups condemning the government’s decision to terminate the PEQ program, impacting numerous individuals already established in the province.
