The Legault government is aiming to revamp the housing sector by introducing new initiatives. One of the key proposals is the establishment of a centralized platform for applying for affordable or low-cost housing options, along with enhancements to the efficiency of the Administrative Housing Tribunal (TAL).
Housing Minister Caroline Proulx presented a new bill in the National Assembly outlining these measures. The bill, put forward by the CAQ representative, aims to promote housing accessibility and make revisions to existing housing-related regulations.
The proposed “Act to promote access to housing” encompasses provisions for affordable housing, establishing guidelines for the allocation and rental processes. It also allows for the determination of affordable housing rents through the Administrative Housing Tribunal, as highlighted by Minister Proulx during the presentation in the Red Room.
As part of the proposed legislation, the government plans to introduce a one-stop application platform for individuals seeking affordable or low-cost housing. This platform will facilitate the connection between housing seekers and landlords, with separate registries for affordable and low-cost housing options.
The implementation of this public portal would be overseen by the Société d’habitation du Québec. Additionally, Minister Proulx aims to enhance the efficiency of the TAL through the bill. Provisions include the authority to restrict vexatious or querulous behavior by parties from filing claims and the ability for the TAL president to mandate conciliation sessions for involved parties.
