Slightly higher-than-expected pay increase for Quebec public sector employees

Public sector employees in Quebec will benefit from a small additional salary increase on top of the raises already negotiated, thanks to a clause included in the 2023 agreement reached by the common front of unions.

This additional increase amounts to 0.11 per cent, confirmed both by the Treasury Board and the union coalition.

The agreement, concluded in December 2023, includes a wage protection clause tied to the Consumer Price Index (CPI). Under this clause, if inflation exceeds a certain threshold, a mechanism is triggered that provides for a higher-than-planned salary increase, up to a maximum of 1 per cent.

The exact percentage was determined on Monday, when Statistics Canada released its latest inflation data.

In an interview, François Enault, Vice-President of the CSN, noted that this additional increase will remain modest.

The originally negotiated salary increases were 6 per cent in 2023, 2.8 per cent in 2024, 2.6 per cent in 2025, 2.5 per cent in 2026, and 3.5 per cent in 2027. The wage protection clause applies to the last three years of the agreement.
