These demands are among the 14 recommendations of the ninth opinion of the Advisory Committee on Climate Change, published Monday morning.
This opinion, published at the request of the Quebec government, also emphasizes the importance of reducing the energy demand of the building stock and recognizing energy poverty as an issue of social justice and public health.
The building sector accounts for nearly 8 per cent of Quebec’s greenhouse gas emissions and also consumes about two-thirds of the electricity.
