Quebec’s police watchdog say they have completed their investigation into the fatal shooting of 15-year-old Nooran Rezayi and has sent its findings to prosecutors.
The Bureau des enquêtes indépendantes (BEI) says its report on the September police intervention involving the Service de police de l’agglomération de Longueuil has been submitted to the prosecutor’s office for review.

On the afternoon of Sept. 21, Longueuil police (SPAL) officers responded to a 911 call regarding a group of potentially armed youths in a public place. According to initial information released by the BEI, the only firearm seized at the scene belonged to a police officer.
Investigators say the report includes witness testimony, statements from officers involved, and physical evidence collected at the scene. Two additional expert analyses are still pending and will be forwarded to prosecutors once they are completed.
Prosecutors will determine whether criminal charges should be laid.
The BEI is mandated to investigate incidents where a civilian is killed or seriously injured during a police intervention.
Nooran’s family is suing the City of Longueuil and officers of its police service in civil court for $2.2 million, alleging that SPAL officers used “unreasonable and disproportionate” force by opening fire “extremely quickly” on the teenager twice.
