A 73-year-old convicted sex offender in Oakville has been arrested once again following a new sexual assault investigation.
Peel Regional Police announced that Allen Siu Ming Chow was taken into custody on Thursday and is facing multiple charges related to the alleged incidents.
According to authorities, between December 2025 and April 2026, Chow is accused of meeting an adult female victim online and subsequently meeting with her in person on multiple occasions. During these encounters, he allegedly rendered the victim unconscious and unresponsive before committing sexual assaults. Additionally, Chow is alleged to have covertly recorded the assaults on his cellphone without the victim’s knowledge or consent.
Chow has been charged with sexual assault causing bodily harm, overcoming resistance by administering or attempting to administer a drug, and voyeurism. He is currently being held in custody pending a bail hearing.
Having previously served an 18-year prison sentence for multiple sexual assault convictions, Chow was released on federal parole in March 2025.
Police suspect there may be more victims and urge anyone with information to come forward and contact the authorities.
