In March 2017, concerns were raised about the conduct of Karl Malenfant during the IT modernization of Société de l’assurance automobile du Québec (SAAQ).
A former executive hired while Malenfant was Vice President of Information Technology (VPTI) sent a letter to the Treasury Board president and the then Transportation Minister, Pierre Moreau and Laurent Lessard. The letter highlighted significant issues at SAAQ, particularly in contract management and conflicts of interest. As the general manager overseeing strategies and governance at VPIT, she detailed instances where Malenfant allegedly requested questionable actions related to contracts.
The letter was presented during the Gallant Commission’s hearings investigating the SAAQ’s digital transition issues. Lessard, former Transportation Minister, took the matter seriously and alerted SAAQ’s CEO, Nathalie Tremblay, to address the concerns raised.
