Toronto Pearson International Airport is embarking on a massive $1.5 billion revitalization project for Terminals 1 and 3 to enhance the airport experience and modernize key facilities, according to a recent announcement.
The contract for this ambitious project has been awarded to Norr-Dialog, a collaboration between two Ontario firms, and Canadian-based PCL Construction.
Norr-Dialog will lead the planning, architecture, engineering, and design aspects, while PCL Construction will serve as the Construction Manager at Risk. Together, these partners aim to revamp the terminals, laying the groundwork for future growth and enhancing passenger satisfaction.
The project is designed to streamline and enhance the airport journey by investing in gates, passenger processing areas, customs and immigration facilities, and overall infrastructure improvements.
Anticipated upgrades include expanded terminal spaces, improved baggage processing, modernized check-in areas, upgraded security screening, revamped lounges, and increased in-terminal charging stations.
Deborah Flint, President and CEO of Pearson, emphasized that the goal is to elevate the travel experience at Toronto Pearson, supporting Canada’s economic growth by accommodating more passengers and providing superior customer service.
To ensure minimal disruption for travelers, the construction will be carried out in phases while maintaining the airport’s operational efficiency and safety standards.
This initiative follows an earlier $3 billion investment plan unveiled in 2026, focusing on enhancing air traffic, on-time performance, and overall airport facilities, including runway upgrades and retail modernization.
Looking ahead, Toronto Pearson International Airport is committed to long-term investments through their Pearson LIFT (Long-Term Investments in Facilities and Terminals) plans, with projections to increase passenger traffic by a third to 65 million by the 2030s.
