Authorities in Durham Regional have issued a public alert regarding a high-risk offender scheduled for release this Sunday.
The individual in question, 48-year-old Keith Theodore Constantin, carries a troubling criminal record, marked by serious offenses such as sexual assault with a weapon, robbery, and possession of explosives.
Durham Regional Police detectives have highlighted Constantin’s past violations of probation orders, emphasizing the significant risk he poses to the community, particularly to children.
To ensure public safety, authorities will closely monitor Constantin’s movements and activities. He must wear a GPS monitoring device at all times and adhere to a strict curfew from 7 p.m. to 7 a.m.
Under the terms of his release, Constantin is obligated to regularly report to the Durham Regional Police Service. Additionally, he is prohibited from associating or communicating with individuals under the age of 16, and engaging in any activities involving minors.
Further restrictions include a strict ban on possessing weapons, drugs, or alcohol. Constantin is barred from using the internet or similar digital platforms, and from frequenting public spaces, such as malls, where minors under 16 may be present unless accompanied by an adult over 21.
Authorities urge the public to remain vigilant and report any suspicious behavior promptly.
