North Shore Wastewater Treatment Plant independent review goes forward

The board that oversees the North Shore Wastewater Treatment Plant has appointed a team for an independent review of the project.

The Greater Vancouver Sewerage and Drainage District Board has stated that the review will be done by a team headed by Rob Andrews of EXP Engineering.

“Our team’s deep expertise in evaluating complex infrastructure projects makes us well equipped to conduct a thorough, balanced, and independent review of the North Shore Wastewater Treatment Plant Project,” said Andrews.

“We look forward to sharing the results of a rigorous and impartial review, with recommendations for future projects.”

The review will give a full assessment of the progression of the budget from the beginning and the reasons the cost has increased.

It will also look at the management of the project and if there are ways the cost increase could have been prevented.

The actual board’s governance and structure will be investigated.Finally, any recommendations going forward will be shared.

Andrew’s team will have complete access to all of the documents related to the project – history, finances, governance, and delivery.

The review is expected to be presented to the Greater Vancouver Sewerage and Drainage District Board in a meeting by the end of January 2027.

The independent review was first started in June of 2024 but had to be put on hold while litigation with the former contractor was being heard in court.

Now that litigation has been completed, the review can go forward.
