CEO Confirms: Metrolinx Review Ordered by Government Will Not Target Frontline Employees

Metrolinx, the transportation organization in Ontario, is undergoing a comprehensive review ordered by the Ford government. However, frontline employees are not the primary focus of this evaluation, according to the organization’s head.

The review, initiated by Ontario treasury board president Peter Bethlenfalvy, extends to seven other provincial agencies, including the Liquor Control Board of Ontario (LCBO), the Workplace Safety and Insurance Board (WSIB), the Alcohol and Gaming Commission of Ontario (AGCO), and Legal Aid Ontario. These agencies were selected based on factors like government funding reliance, financial performance, size, complexity, and workforce growth trends.

The aim of the review is to identify opportunities to enhance operations, ensure long-term sustainability, and continually improve services within these agencies.

Michael Lindsay, the president and CEO of Metrolinx, emphasized the agency’s commitment to operating efficiently while serving the public effectively. Despite implementing cost-saving measures, including a reduction in the use of consultants and a hiring freeze, Lindsay assured that frontline positions serving the community are secure. Notably, Metrolinx recently hired 30 new customer protection officers to enhance public service.

Ontario Transportation Minister Prabmeet Sarkaria, overseeing Metrolinx, expressed support for the review as a standard practice to enhance organizational efficiency. He highlighted the agency’s significant responsibilities, managing transportation services like GO Transit and UP Express, which collectively facilitated 75 million trips in 2025.

Established in 2006, Metrolinx oversees GO Transit, UP Express, Presto fare card system, and regional transportation planning in Ontario. Critics have raised concerns about the agency’s organizational structure, questioning the large number of vice presidents and senior leaders.
